Live caption is a fairly new feature in Google Chrome. Things are still work in progress. As the time tweaks and improve this feature, they have added support for incognito mode too.
Live Caption in Incognito Mode
A Chromium code change and a bug reported that we spotted today talks about fixing an issue. Currently, Chrome’s Live Caption does not work with multiple profiles.
While fixing this, the team is also resolving another issue. Incognito mode support for Live Captions.
“[Live Caption] Live Caption works on incognito windows.
If Live Caption is enabled on a profile, and a user opens an incognito window, live caption should also be enabled in incognito. Additionally, this CL adds tests to check that Live Caption works on multiple profiles. There is an independent CaptionController on each profile. If the user changes the enabled state of Live Caption on one profile, it should not affect other profiles. The same CaptionController is used on a profile and its incognito windows.”

If you already tried using Live Caption on Incognito mode, you might want to try again after a few more weeks.
